Admiral of the Active Reserve David René Moreno Moreno took office as Deputy Minister of the Social and Business Defense Group, GSED, in an act chaired by the Minister of National Defense, Holmes Trujillo, who highlighted his personal and professional qualities in more than 45 Years of service to the homeland.
Admiral Moreno is a professional oceanographer in Naval Sciences. He completed post graduate studies in Ocean Atmosphere Interaction and in Numerical Simulation Models, as well as in Senior Management in the Universidad de los Andes, and in the School of Public Administration (ESAP). He is a Specialist in National Defense, Analysis and Conflict Resolution of the Universidad Militar Nueva Granada and holds the title of D.E.A. in Sedimentology of the University of Bordeaux (France), Master in National Security and Defense of the Superior War College and has a doctorate in Oceanology of the University of Bordeaux (France).
During his military career, Moreno has held various positions in the naval surface units, highlighting the destroyers ARC Antioquia and ARC 7 de Agosto 7, in the same way he served as Second Commander of the ships ARC Malpelo, ARC Gloria and Commander of the ARC Riohacha, ARC Providencia and the School Ship ARC Gloria.
The last positions held in his military naval career are Chief of Naval Staff, Chief of Naval Operations, Inspector General of the Navy, Second Commander of the Navy and Chief of the Joint Chiefs of Staff of the Military Forces. He requested his retirement in December 2010, after wearing the National Navy uniform for 45 years.
He was member of the Colombian delegation for the formation of the South American Defense Council and participated in NATO meetings as Delegate of the Minister of Defense. Similarly, he served as President of the Corps of Generals and Admirals in retirement of the military forces, President of ASOCACI and in the Boards of Directors and Boards of some institutions such as the Hotel Tequendama, Military Industry, Military University Nueva Granada, the Superior War College and the Health System of the Security forces.
The new Deputy Minister has within his responsibilities the strategic direction of the 18 institutions attached and linked to the Ministry of Defense, as well as the topics of science, technology and innovation of the defense sector and those related to wellbeing and health for members of the Security forces.
