Within the framework of the agreement conducted by the National Army and the Externado de Colombia University, two titles were launched: General theory of symbolic reparation and Structural lines for the Military Forces: environment and military intelligence.
As part of the Collection: Army, Institutions and Society, the launch of volumes 10 and 12 was carried out with the participation of the second Army commander, the director of the Externado University and the five editors and authors of the volumes.
The texts of this collection are classified as research books by the Ministry of Science, Technology and Innovation, and seek to generate contributions from interdisciplinary studies on transcendental issues for society.
The volume number 10 general Theory of symbolic reparation, written by Yolanda Sierra leone, presents a methodological proposal called test of symbolic reparation, with which the authority of the State that have jurisdiction to order repairs, will be able to establish whether the measure under analysis can comply with the general criteria and specific satisfaction of the rights of the victims.
In volume 12, structural Lines to the Military Forces, environment, and military intelligence, written by Gerardo Barbosa Castillo, Edgar Solano González and María José Viana Cleves, it is possible to find that the National Army is an organization in constant transformation, and that in cases that cause interest there are those that generate tensions relevant to the fulfilment of the constitutional mission.
This work is divided into two parts, the first relates the duties related to the protection of the environment on the part of the State and all those operations carried out by the Military Forces, making proposals for the specific use of the functions of conducting the war in that task. The second, seen from the more traditional perspective of the concept, is that associated with the exercise of intelligence, being one of the functions of conducting war, an issue that is relevant in relation to the legitimacy of the Military Forces.
The collection maintains in force the commitment of joint work conducted by the National Army and the Externado University that has existed for eight years, since the signing of the cooperation agreement. In addition, it carries out one of the lines of the military Forces transformation process, such as research on high-profile and transcendental issues; these research studies revolve around institutional legitimacy, thus strengthening the approach to academia.
