The training included instruction in the protection of civilians, implementation and respect for the principles governing International Humanitarian Law and International Human Rights Law, among others.
Taking into account the importance of this issue at the strategic, operational and tactical levels, the Colombian Navy has carried out an awareness-raising plan on Human Rights and International Humanitarian Law instruction, which includes this type of practical military training, which leads to compliance with the strategic lines of prevention, training strengthening, instruction, training and recurrent training of the units in the protection and human rights and international humanitarian law in accordance with the implementation of the legal framework that can be implemented in the different highly complex operational environments.
To this end, the Caribbean Naval Special Forces Group-GFENC- conducted demanding training exercises, following the established procedures implementing the methodology of learning by doing, which leads to the constant practice of situations that can happen within and outside the operational level, covering issues such as civilians protection, non-combatants disarmed in military operations, respect for the persons with special protection (afro-descendant communities and indigenous), legal-related operational activity of first responder, rights of the individual arrested, minors recovered, property protected by International Humanitarian Law, rules of the use of force and interaction with the staff of the International Committee of the Red Cross and respect for the Medical Mission.
It is worth noting, that the respect and the implementation of Human Rights and International Humanitarian Law is based on legal instruments of National and International level, among them the Political Constitution of Colombia, the Geneva conventions, the additional protocols, the Comprehensive Policy on human rights and international humanitarian law of the Ministry of National Defence, the Manual of the Right Operational military forces, the unique Model of teaching in Human Rights and humanitarian law for the military forces, operational Manuals and tactical regulations.
