In the rural area of El Tarra, Norte de Santander, a cylinder-type explosive device was detonated under controlled conditions; it was presumably left in place by members of the Organized Armed Group (GAO) of the ELN.
El Tarra. In compliance with the Stabilization and Consolidation Campaign Plan “Victoria Plus”, in development of territorial control operations framed in the “Diamante” Plan, in the village of Nuestra Señora del Carmen, in the municipality of El Tarra, the community alerted the soldiers of the Special Energy and roads Battalion No. 6 on the presence of a cable that strangely led to a cylinder of 40 pounds hidden in the forested area of the sector.
The troops launched the operation to find and detonate the cylinder that was very close to a few houses and a school. It had been apparently planted by members of the Hector front of the GAO Eln, with the intention of attacking on the troops that carry out defense and security tasks in the sector, as well as putting at risk the civilian population and minors who live there.
These operations of the ELN violate Human Rights and International Humanitarian Law since they use means and methods of illicit warfare expressly prohibited in the different conventions and international treaties.
The soldiers carried out the procedure of isolation of the population to continue with the controlled detonation of the explosive device.
