The Military Forces through the National Army, the Colombian Navy and the Air Force, and through the decree 965 of the Presidency of the Republic, set an opportunity for the return to legality of members of the Organized Armed Groups (GAO) Clan del Golfo, Los Caparros and residual. The GAO ELN is covered by decree 128 of 2003.
The National Army troops, in development of military operations, in coordination with the Colombian Air Force, the National Navy, with the support of the National Police, the Attorney General Office and in accordance with the provisions of the Presidency of the Republic through the decree 965 of July 7, 2020, facilitates the individual submission to justice of members of the GAO that commit crimes in Antioquia, Cordoba and Choco.
This policy seeks to provide an opportunity for people who, for different reasons, are members of the GAO to return to legality. Through this decree these people will obtain benefits for themselves and their family nucleus.
These benefits include immediate assistance with food, clothing, basic health care, housing, transportation, psychosocial care, and protection and security measures. A financial bonus will be given to those individuals who, in this process, provide information to untie minors; hand over illegal items, weapons, ammunition, uniforms, identification or delivery of goods.
Also, with the support of the Agencia para la Reincorporación y la Normalización (Agency for Reincorporation and Normalization) they will be able to obtain a benefit of up to 8 million pesos for the development of personal projects that will help them in the return to legality. With the Attorney General Office they will be able to obtain legal benefits for the concepts of useful and effective collaboration with justice.
The willingness to leave Organized Armed Groups must be a permanent commitment in this process, so the Comité Interinstitucional de Sometimiento Individual a la Legalidad (Inter-Institutional Committee for Individual Submission to Legality) (CISIL) evaluates each case and defines the relevance.
